YRCTI’s Party Secretary Zhou Baoping Shares International Education Experience at the Forum of the World Vocational and Technical Education Development Conference

From August 18 to 20, the World Vocational and Technical Education Development Conference, hosted by the Ministry of Education of the People’s Republic of China, China National Commission for UNESCO, and Tianjin Municipal People’s Government, was held in Tianjin. Zhou Baoping, Secretary of the CPC Committee of YRCTI, was invited to participate in the conference and engaged in a conversation activity at the forum on Innovations in Models of Education Delivered through Academia-Industry Collaboration. The forum aimed to share the latest policies and best practices in academia-industry collaborative talent cultivation from around the world, explore how to integrate the resources, culture, and management advantages of universities and enterprises, and promote a closer connection between vocational education and the economic and social development, so as to foster the high-quality development of the vocational education.
At the forum, Zhou Baoping shared YRCTI’s experience in establishing overseas Dayu Schools with Chinese and international experts and scholars in vocational education, enterprise representatives, and media by delivering a speech titled “A Talent Cultivation Station Connecting the Yellow River and the Zambezi River – Exploration and Practice of the Models for Cultivating International Skilled Talents in Water Conservancy through University-Enterprise Collaboration”. She mentioned that as a vice-chairman unit of the Luban Workshop Construction Alliance and leveraging its strengths in cultivating water conservancy talents, YRCTI has nurtured a large number of talents such as the directors of the Yellow River Affairs Bureau, managers of hydrological stations, and emergency team leaders for the Yellow River regions, ensuring the safety and stability of the Yellow River. She also noted that in recent years, YRCTI has established the Dayu Schools in Zambia and South Africa in 2018 and 2019 respectively through collaboration with overseas Chinese water conservancy enterprises and based on multiple overseas engineering projects, successfully creating a water resources version of the “Luban Workshop”, and that with the Dayu School taking root in Africa, YRCTI has also realized the extension from the Yellow River to the Zambezi River. She further explained that during the construction process of the Dayu Schools, YRCTI established an innovative talent cultivation model for cultivating international technical and skilled talents in water conservancy through the collaboration of universities and enterprises, characterized by “one system, multiple sectors, and four integrations”. Following this model, universities and enterprises can form a collaborative talent cultivation system and establish engineering project teaching departments in multiple sectors based on the Dayu School to integrate the skilled talent cultivation goals with the local talent needs of overseas China-invested enterprises, integrate the talent cultivation system with the national education systems of partner countries, integrate the talent cultivation model with the professional qualification standards of partner countries, and integrate domestic and foreign talent cultivation processes, thereby deeply engaging in university-enterprise collaborative talent cultivation. She stated that YRCTI will gradually build a Dayu School construction model that is supported by the government, led by the industry, with the participation of diverse parties, and managed through projects to build it into an internationally renowned vocational education brand recognized highly among the “Belt and Road” countries with strong advantages in water conservancy and distinctive talent development features. At the conference, Zhou Baoping also discussed with other attending experts and scholars the topic of jointly building modern industrial colleges through collaboration between universities and enterprises, analyzed the policies, mechanisms, and models for constructing such modern industrial colleges, and shared the innovative talent cultivation models, which significantly enhanced the reflection on promoting the specialty construction quality. The themes, content, and YRCTI practices shared by Zhou Baoping resonated strongly with the attending guests.

Themedaround“Development of Vocational and Technical Education in the Post-Pandemic Era: New Changes, New Approaches, New Skills”, this conference integrated activities such as the World Vocational Colleges Skills Competition, the World Expo on the Integration of Vocational Education with Industry, and the establishment of the World Vocational and Technical Education Development Alliance, aiming to provide an international exchange and cooperation platform for vocational education and share high-quality resources and best practices related to international vocational education.
