Firmly adhering to the national "Belt and Road" Initiative, the Institute gives full play to its advantages in vocational education, and joins hands with Chinese enterprises expanding overseas business, overseas colleges and universities and overseas projects to develop the "1+N+M" modelto set up Dayu Schools in China and beyond the border. "1+N+M" refers to 1 China-based Dayu School Headquarters, N overseas Dayu School branches, and M international hydropower engineering site-based teaching and training departments. It is committed to cultivating urgently needed local technical talents for countries along the "Belt and Road".

In July 2018, the Institute and the PowerChina Bureau-11 jointly opened the first overseas branch - Dayu School in Zambia to provide high-quality technical talents for the localized management of Chinese enterprises' overseas sector. In December 2019, the Institute cooperated with enterprises and Northlink College on establishing Dayu School in South Africa.

Up to now, we have sent 14 bilingual key teachers to teach at Dayu School in Zambia, and trained a total of 349 foreign students, all of whom have been hired by the PowerChina Bureau-11 as regular employees. In 2019, through school-enterprise cooperation, we admitted outstanding international students to study in the Institute, exploring new training models of cross-border talents. Dayu School in South Africa has enrolled 90 South African students majoring in Mechatronics.

The practice of establishing Dayu School to train local technical personnel relying on overseas projects has raised attention and received support of the Chinese and Zambian governments and media.
