The Academic Forum on Technical and Vocational Education and Training (TVET) International Accreditation (Henan) - 2023 First Achievement Announcement Conference of UK ENIC Benchmarking Witnesses A Great Success at YRCTI

On March 30, the Academic Forum on Technical and Vocational Education and Training (TVET) International Accreditation (Henan) - 2023 First Achievement Announcement Conference of UK ENIC Benchmarking was successfully held at YRCTI in Kaifeng. The forum was jointly hosted by the National Recognition Information Centre for the United Kingdom (UK NARIC), YRCTI, and the Zhengzhou Railway Vocational & Technical College (ZRVTC). Arvind Norris, Commercial Consul of the British Consulate-General in Wuhan, Liu Fei, Senior Trade and Investment Officer of the UK’s Department for Business and Trade, Xu Hengzhen, Second-Level Inspector of the Education Department Henan Province, Paul Norris (保罗·诺里斯), Executive Director of the UK NARIC, Steve Miller (史蒂夫·米勒), Director of the Global Partnerships of the UK NARIC, Li Huajie, Chief Representative of the UK NARIC in China, Jiao Mansheng, Secretary-General of the UK NARIC Chinese Council, Zhu Xiaowei, Secretary-General of the Joint Conference on International Vocational Education Cooperation, Zhou Baoping, YRCTI’s Party Secretary, Hu Hao, YRCTI’s Deputy Party Secretary and President, and Jian Haoran, YRCTI’s Vice President, attended the forum. In addition, over 100 leaders, experts, scholars, and teacher representatives from vocational universities within and outside Henan Province attended the forum. The forum waschairedby Hu Hao.

Zhou Baoping delivered a welcome speech and introduced YRCTI’s long-standing history, distinct characteristics, and remarkable achievements. She pointed out that YRCTI has always placed great importance on educational openness, and during the War of Resistance Against Japan, YRCTIhadinvited renowned Chinese and foreign experts and scholars, including the famous water expert Li Yizhi and Mr. Joseph Needham, a renowned historian of science and a professor of the University of Cambridge, to give lectures. She stated that entering the new era, YRCTI has continuously deepened international exchanges and cooperation and gradually improved its international education level, and currently, it has established cooperative relationships with 55 universities and educational institutions in 28 countries and regions, including one China-foreign cooperative education institution and 7 projects with universities in South Korea, Russia, and the United States, with an enrollment of over 700 international students from 42 countries and regions. She further expressed that in line with the national “Belt and Road” Initiative, YRCTI has established three overseas Dayu Schools in Zambia, South Africa, and Thailand with overseas Chinese enterprises, which has formed a community of government, industries, enterprises, universities, and disciplines to jointly cultivate international service-oriented water conservancy talents and trained over 600 overseas students, providing a replicable and propagable path for the internationalization of China’s vocational education in water conservancy. She noted that since 2021, YRCTI has received the UK NARIC accreditations of five majors, including the Installation and Management of Hydropower Station Equipment and the Water Conservancy and Hydropower Engineering, actively aligned with international standards and qualification frameworks, and comprehensively advanced specialty course reforms, by which the internationalization level of YRCTI’s specialties was effectively enhanced. She also indicated that YRCTI will continue to comprehensively promote the internationalization of vocational education, actively push for mutual recognition of academic degrees, compatibility of standards, and sharing of experiences to accelerate the cultivation of technically skilled talents with an international perspective, providing “YRCTI’s Wisdom and Solutions” for the high-level vocational education universities with Chinese characteristics to elevate their international level.

Ma Yuxia, ZRVTC’s President delivered a speech, introducing ZRVTC’s basic situation and characterized specialties and highlighting the achievements in educational internationalization. She noted that ZRVTC has been actively integrating into and serving national strategies, building an international education pattern characterized by “joint construction of resources, mutual negotiation of standards, collaborative innovation, and multifaceted talent cultivation”. She stated that as the first university tojointhe UK NARIC’sQualifications BenchmarkingPlanin China, ZRVTC has been actively engaging in overseas education, forging a Chinese vocational education brand in the process of “promoting vocational education going global.” She also expressed that leveraging its distinctive features and strengths and focusing on quality improvement and efficiency enhancement, ZRVTC will further integrate into and serve national strategies, deepen educational openness, and enhance its internationalization level, so as to collaborate with its sister institutions to jointly write a new chapter in the development of vocational education.

Paul Norris delivered a speech, where he congratulated YRCTI on the successful international accreditation of its applied specialties and highly praised the dedication and effectiveness of the faculty team throughout the entire assessment and certification process. He pointed out that the UK NARIC has carried out extensive collaboration with international organizations such as UNESCO and the Asia-Europe Meeting (ASEM) to establish a platform for international credential recognition and skills mobility, and that the UK NARIC has been playing a significant role in advancing international credential recognition. He also expressed that the assessment and certification work aims to assist Chinese higher vocational universities in aligning with the best international qualification standards, enhance the international level of their specialties, and set a solid foundation for them to further establish their own specialty standards.

Arvind Norris delivered a speech and introduced the unique British vocational education system that is implemented through six parties with enterprises as the leading position. He noted that over the past 51 years since the establishment of ambassadorial diplomatic relations between China and the UK, both countries, based on the spirit of friendship and pragmatism, have built constructive cooperative relationships in many areas, including trade and culture, with particularly fruitful outcomes in vocational education. He also stated that through cooperation with the UK NARIC, Chinese higher vocational universities, including YRCTI, have enhanced the internationalization of their specialty teaching standards, improved their specialty quality assurance systems, and further expanded the breadth and depth of vocational education exchanges and cooperation between China and the UK. He further expressed that the British Consulate-General in Wuhan and the Division of Education and Skills of the UK’s Department for Business and Trade will continue to build platforms for China-UK vocational education cooperation and promote collaboration in vocational education and skills training between the two countries.

Xu Hengzhen delivered a speech and introduced the situation of Henan Province, congratulating YRCTI on successfully passing the international accreditation by the UK NARIC. He noted that Henan Province has consistently prioritized educational openness and promoted high-quality educational development through international educational cooperation and exchanges. He said that in the field of vocational education, Henan encourages vocational universities with distinctive advantages to establish overseas educational brands with the characteristics of the Central Plains through cooperation with enterprises, such as the “Dayu School”, to serve the joint construction of the “Belt and Road” Initiative in education. He expressed that to realize the development of vocational education, Henan urgently needs to introduce high-quality foreign educational resources, develop internationalized courses and specialty standards, and establish a modern vocational education system with Henan characteristics. He also highlighted thatsinceinstitutions like YRCTI have actively conducted international assessments and certifications of specialty standards and successfully obtained Certificates of International Standards and Certificates of International Comparability from UK NARIC, they have created “Henan Models” for the international construction of other vocational universities. He also expressed hope that YRCTI will further deepen educational and teaching reform, continuously enhance international education capabilities, empower the construction of international universities, as well as actively play a leading role and carry forward the radiating effect, so as to promote the high-quality development of vocational education in Henan.

During the forum, Arvind Norris and Li Huajie presented the Certificates of International Standards and Certificates of International Comparability to YRCTI’s two specialties, the Water Conservancy and Installation and the Management of Hydropower Station Equipment. Jian Haoran presented the Certificate for Teachers to the faculty representatives of the Water Conservancy and Installation and the Management of Hydropower Station Equipment.

In the keynote report session, Li Huajie gave a presentation titled “The Exploration and Practice for the Differences in Vocational Education Between China and the West”, detailing the evolution history of the cross-border recognition concept for vocational education qualifications and comparing the vocational education qualification frameworks of China and the West in terms of training objectives, standards, high-level abilities, assessment methods, and quality assurance systems. Steve Miller presented a keynote report titled “The Future of International Vocational Education: International Development of Curriculum Design and Teaching,” introducing the development history of the UK NARIC and providing targeted suggestions for Chinese higher vocational universities regarding the formulation of specialty standards, curriculum design, and the preparation of evaluation plans.

During the experience sharing and exchange session, Lei Heng, Dean of the School of Water Conservancy Engineering, shared YRCTI’s practices and explorations in the international construction and accreditation of the water conservancy specialty cluster. In recent years, YRCTI has placed great emphasis on the international construction of the high-level water conservancy specialty cluster. It has developed over 70 multi-language three-dimensional textbooks and designed 5 bilingual courses on Yellow River culture. Its 6 specialty standards and course teaching standards have been officially recognized by Zambia and South Africa. In addition, it has also participated in the formulation of 4 national occupational standards for Tanzania and Ethiopia and applied for UK NARIC accreditations for 7 specialties. Through all these efforts, YRCTI has realized systematic and comprehensive international construction ofthespecialty cluster and witnessed significant enhancement in the international education level.

Mei Letang, President of Henan Polytechnic, Liu Libin, President of Luoyang Vocational College of Science and Technology, Gao Wei, Dean of the School of Locomotive and Vehicle of Zhengzhou Railway Vocational & Technical College, and Tong Xiaohui, Director of Industry-Education Integration Department of Chengdu Textile College, shared experiences on the topic of “International Education and Certification and Evaluation of Specialty Standards of Higher Vocational Universities”.

After the forum, Arvind Norris and other leaders visited YRCTI’s “Footprint” cultural landscape, Kunpeng Mountain Water Conservancy Training Base, Maker Space, Yellow River Anlan Hospital, and training bases such as the Modern Surveying and Mapping Training Center. They expressed admiration for YRCTI’s practical training conditions and the construction effectiveness of the faculty team and showed great confidence in future cooperation with YRCTI.
